La segunda permite abordar realidades situadas más allá del alcance de los instrumentos técnicos y administrativos y prescribir acciones con una lógica distinta a la racionalidad administrativa: la de los intereses en conflicto, cada uno con su cuota de poder. Para esto es preciso dejar de considerar los aspectos políticos como obstáculos, ya que el entorno político no necesariamente representa un constreñimiento, sino que también es una oportunidad si se gestiona eficazmente. Hay un quehacer político en la gestión de las políticas. La incorporación de la perspectiva del poder en el análisis representa un salto dialéctico hacia el objetivo de alcanzar el éxito en la política pública.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT Public policies can be considered from two complementary perspectives: that of solving problems and that of those in power. The latter makes it possible to deal with realities situated beyond the scope of technical and administrative instruments and to propose actions with a logic that is different for that of administrative rationality: that of conflicting interests, each with its own quota of power. For this to happen, it is necessary to stop considering political issues as obstacles, since the political conditions do not necessarily represent a constraint, but can also be an opportunity if the situation is managed effectively. Political know-how is involved in managing policies. The incorporation of the perspective of power in the analysis represents a dialectical jump toward the objective of achieving success in public policy.]]></p></abstract>
