Su consolidación democrática presenta rezagos. Este legado histórico-institucional del este tuvo características específicas que son perceptibles en la forma en que se integran los diferentes grupos políticos del Parlamento Europeo y el Consejo Europeo, donde se orientan más hacia la derecha. Su presencia ha sido altamente favorable para el predominio de la corriente encabezada por el Partido Popular Europeo (PPE), en el que Alemania tiene un papel central.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Over the 20th century, the countries now located in the eastern side of the European Union (EU) underwent domestic and international political processes different to those experienced by the countries of the EU-15. Consolidation of their democratic status presents challenges. This historical and institutional legacy of the East includes specific characteristics which are observable in the make-up of the political groupings of the European Parliament and the European Council, where they trend more to the right wing. Their presence has been highly favorable for the dominance of the of the current led by the European People&#8217;s Party (PPE), in which Germany plays a central role.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé Au cours du XXe Siècle, les pays aujourd&#8217;hui situés à l&#8217;est de l&#8217;Union européenne (UE) ont traversé des processus politiques nationaux et internationaux différents de ceux vécus par les pays de l&#8217;UE-15. Leur consolidation démocratique présente des retards. Cet héritage historique-institutionnel de l&#8217;Est a présenté des caractéristiques spécifiques qui sont perceptibles dans la manière dont sont intégrés les différents groupes politiques du Parlement européen et du Conseil européen, au sein desquels ceux-ci sont davantage orientés vers la droite. Leur présence a été très favorable à la prédominance du courant mené par le Parti populaire européen (PPE) et dans lequel l&#8217;Allemagne joue un rôle central.]]></p></abstract>
