Sin embargo, no se ha observado ni de manera sistemática ni suficiente las formas existentes para hacer frente a esas barreras. ¿Qué tipo de acciones tienen los gerentes públicos en sus repertorios para incrementar la eficacia de los programas que administran? En este trabajo, se identifica una forma que hemos dado en llamar Táctica de política, por medio de la cual los gerentes públicos toman ventaja de la interacción entre la ciudadanía y los agentes del Estado para aprovechar la discrecionalidad burocrática a favor de la eficacia de la misma política. El artículo pretende definir las tácticas de política, ilustrar con un caso real cómo éstas se observan en la práctica y ofrecer vías alternas para mejorar la eficacia de las políticas, usando la discreción de los operadores de forma instrumental.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: An extensive bibliography highlights the political, budgetary and organizational difficulties that public administration faces in Mexico. However, existing ways to overcome these challenges have not been examined in a systematic or sufficient manner. What kind of actions do public managers have available to them to increase the effectiveness of the programs they administer? In this article, we identify a form that we have been calling Policy tactics, which allow public managers to take advantage of interaction between citizens and state agents to use bureaucratic discretion to make the policy more effective. The article seeks to define policy tactics, illustrate using a real case study how these are observed in practice and offer alternative ways to improve the effectiveness of policies, using the discretion available to operators in an instrumental manner.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé: Une bibliographie non négligeable est consacrée aux difficultés politiques, budgétaires et organisationnelles auxquelles doit faire face l&#8217;administration publique au Mexique. Cependant, les formules disponibles pour surmonter les obstacles n&#8217;ont pas fait l&#8217;objet d&#8217;analyses systématiques ni suffisantes. Quelles sont les mesures que peuvent adopter les fonctionnaires publics pour améliorer l&#8217;efficacité des programmes dont ils sont responsables? Cet article propose une Tactique politique, au moyen de laquelle les gestionnaires peuvent profiter du rapport entre les citoyens et les agents de l&#8217;État, dans le but de mettre le pouvoir discrétionnaire de la bureaucratie au service d&#8217;une politique précise. Nous commençons par expliquer cette tactique, ensuite nous montrons son opération dans un cas particulier, puis nous traçons les nouvelles voies pour augmenter l&#8217;efficacité des politiques en utilisant le pouvoir discrétionnaire des responsables.]]></p></abstract>
