La mayoría de los trabajos asume que los políticos subnacionales se opondrán a la recentralización. Este artículo argumenta que la posición de los políticos subnacionales dependerá de cómo la recentralización afecte sus intereses: si bien se opondrán a la recentralización fiscal y política, pueden tener incentivos para apoyar la recentralización administrativa. Con este marco, se analiza la posición de los gobernadores mexicanos respecto a la recentralización administrativa y política experimentada en el país durante la administración del presidente Enrique Peña Nieto.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: Studies on the recent wave of recentralization have focused on understanding when national authorities push for such reforms and on identifying the diversity of factors that contribute to their success. Most studies assume that regional or local politicians will oppose recentralization. This paper argues that the position of subnational politicians will depend on how recentralization affects their interests: while they will oppose fiscal and political recentralization, they may find incentives to support administrative recentralization. Within this framework, the position of Mexican state governors is analyzed with regard to the administrative and political recentralization experienced in the country during the administration of President Enrique Peña Nieto.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé: Les études au sujet de la nouvelle vague de recentralisation cherchent surtout à expliquer ce qui mène les autorités nationales à la promouvoir et quels sont les éléments qui contribuent à son succès. La plupart de ces travaux supposent que toutes les autorités subétatiques rejettent la recentralisation. On propose ici, au contraire, que l&#8217;attitude de ces autorités varie suivant les effets du processus sur leurs intérêts: même si elles refusent la recentralisation fiscale et politique, elles peuvent avoir des raisons pour appuyer la recentralisation administrative. Selon ce principe, on analyse l&#8217;attitude des gouverneurs mexicains face à la recentralisation administrative et politique qu&#8217;a connue le pays sous la présidence d&#8217;Enrique Peña Nieto.]]></p></abstract>
