Las "huellas del tiempo" afectan la calidad de dichas leyes. El momento de adopción de una ley de acceso a la información condiciona su calidad por el proceso de aprendizaje y difusión implícito; y en países en tránsito a la democracia, con trayectorias de opacidad, la promulgación de una ley se concibe como un elemento que puede revertir la percepción de secretismo. Las explicaciones basadas en indicadores estáticos, como el nivel de derechos políticos y las libertades civiles, no permiten comprender la diversidad de contenidos de las leyes de transparencia ni su capacidad de cumplimiento.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The quality of laws on access to information can be explained by traditional static indicators as well as by dynamic variables such as the effects of time. The "traces of time" affect the quality of these laws. The moment at which a law on access to information is adopted has an impact on its quality, due to the process of learning and dissemination it involves; and in countries undergoing a transition to democracy, with a history of lack of transparency, the enactment of such a law is seen as a step that can reverse the perception of secrecy. Explanations based on static indicators, such as levels of political rights and civil liberties, fail to allow understanding of the diversity of content of transparency laws, nor their capacity for compliance.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé La qualité des lois d'accès à l'information peut s'expliquer à l'aide d'indicateurs statiques traditionnels ou de variables dynamiques telles que les effets du temps: les "traces du temps" ont une portée sur elle. L'instant où une loi de ce genre est adoptée détermine sa qualité en raison du processus sous-entendu d'apprentissage et de diffusion; dans les pays qui s'acheminent vers la démocratie, où le manque de transparence est habituel, la promulgation d'une loi solide est censé combattre la dissimulation. Les explications fondées sur des indicateurs statiques, tels que le niveau de protection des droits politiques et des libertés civiles, ne permettent point d'appréhender la diversité des contenus des lois pour la transparence de la vie publique ni leurs possibilités de succès.]]></p></abstract>
