También se examina si algunos de los cambios constitucionales aprobados durante este periodo modificaron el equilibrio de poder en la relación entre el presidente y el Congreso. El análisis indica que ni el sistema presidencial, el multipartidismo, ni la ausencia de mayoría del partido del presidente en el Congreso produjeron una parálisis legislativa, pero sí dificultaron la aprobación de algunas reformas clave para el país.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The principal aim of this paper is to evaluate two key aspects of executive-legislature relations during the administration of President Felipe Calderón Hinojosa: the approval ratings of the legislative agenda of the executive and the amendments or vetoes made by the president to the bills of law approved by lawmakers. It also examines whether any of the constitutional changes approved over this period altered the balance of power in the relationship between the president and Congress. The analysis indicates that neither the presidential nor the multi-party system, nor the lack of a majority for the president&#8217;s party in Congress led to legislative paralysis, but they did hinder the approval of a number of key reforms for the country.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé Le but principal de l&#8217;article est d&#8217;évaluer deux éléments essentiels dans les rapports entre l&#8217;exécutif et le législatif sous le gouvernement de Felipe Calderón: le taux d&#8217;approbation des projets de loi du président et les remarques ou les vetos présidentiels contre les décrets approuvés par les législateurs. De même, on essaie d&#8217;établir si certaines des révisions constitutionnelles pendant cette période ont modifié l&#8217;équilibre entre le président et le Congrès. L&#8217;analyse permet de conclure que ni le système présidentiel (au-delà des nouvelles conditions de pluralisme) ni le fait que le parti du président n&#8217;avait pas la majorité au Congrès n&#8217;a entraîné de paralysie législative, même si ces éléments ont rendu plus difficile l&#8217;approbation de réformes importantes pour le pays.]]></p></abstract>
