Para ello se parte de la hipótesis de que la corrupción es un problema perverso, complejo y dinámico, lo que dificulta su comprensión y abordaje efectivo. La metodología es una comparación diacrónica de la política anticorrupción a la luz de tres programas federales. Los resultados muestran que, aunque hay esfuerzos significativos para combatir la corrupción, la falta de una definición clara y la naturaleza multifacética del problema limitan la efectividad de estas políticas. Las conclusiones sostienen que se necesita una estrategia holística y una mayor precisión en la caracterización de la corrupción para mejorar las políticas anticorrupción en México.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: The aim of this article is to analyze the problem of corruption in Mexico from a theoretical-instrumental perspective, questioning how corruption can be defined under the public policy approach and what the instruments to combat it tell us about the problem. To this end, I start from the hypothesis that corruption is a perverse, complex and dynamic problem, which makes it difficult to understand and address effectively. The methodology is a diachronic comparison of anti-corruption policy in the light of three federal programs. The results show that, although there are significant efforts to combat corruption, the lack of a clear definition and the multifaceted nature of the problem limit the effectiveness of these policies. The conclusions argue that a holistic strategy and a more precise characterization of corruption are needed to improve anti-corruption policies in Mexico.]]></p></abstract>
