Para ello, se utilizó la herramienta de la categorización territorial, establecida en la Constitución Política de 1991, que propone la agrupación de entidades territoriales y la definición de regímenes normativos distintos con el fin de distinguir, entre otros aspectos, las funciones que le corresponden a cada grupo. Mediante el uso de análisis de componentes principales (ACP) se obtuvieron tres conjuntos de 9, 14 y 9 departamentos, para lo cual primero se hicieron grupos municipales y luego se estableció la composición de estos grupos dentro de cada uno de los departamentos. Finalmente, se identificaron los énfasis funcionales de cada grupo de municipios para luego determinar los roles de los grupos departamentales en cuanto a prestación directa, asistencia municipal y planeación regional.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: This article presents an analysis of the role that the department should assume in Colombia in terms of provision of goods and services given the weaknesses that characterize municipalities today. For this, the territorial categorization tool established in the Political Constitution of 1991 was used, which proposes the grouping of territorial entities and the definition of different regulatory regimes in order to distinguish, among other aspects, the functions that correspond to each group. Through the use of ACP, three sets of 9, 14 and 9 departments were obtained, for which municipal groups were first made and then the composition of these municipal groups within each of the departments was established. Finally, the functional emphases of each group of municipalities were identified to later determine the roles of the departmental groups in terms of direct provision, municipal assistance and regional planning.]]></p></abstract>
