Para lograr este objetivo se comparan los elementos con los que fueron diseñadas estas políticas públicas. El argumento central de este artículo es que los buenos resultados obtenidos por estos dos países en materia de transparencia se deben, en gran medida, a que sus respectivas políticas de datos abiertos se diseñaron bajo los principios de calidad, pertinencia y reutilización social de la información. Así, una de las principales aportaciones de este análisis es la identificación de los elementos necesarios para formular acciones efectivas de transparencia y apertura gubernamental.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The objective of this article is to analyze the open data public policies designed by the United Kingdom and Mexico, two countries that despite having different political systems, one of a parliamentary court and one of a presidential nature, have obtained the highest scores in one of the main transparency metrics: the Open Data Barometer. To achieve this objective, the elements with which these public policies were designed are compared. The central argument of this article is that the good results obtained by these two countries in terms of transparency are due, in some measure, to the fact that their respective open data policies were designed under the principles of quality, relevance and social reuse of information. Thus, one of the main contributions of this analysis is the identification of the necessary elements to formulate effective actions of transparency and government openness.]]></p></abstract>
