La movilización se relaciona estrechamente con un entorno específico -el delicado equilibrio ecológico de la llanura aluvial del extenso lago Tonlé Sap en Camboya- que aquí se describe en detalle: una frágil progresión del bosque inundado a pastizales y terrenos cerca de la carretera nacional que se utilizan tradicionalmente para el cultivo de arroz, un sistema ecológico que cambia a lo largo del año con la inundación anual de la ribera del Tonlé Sap. Si bien entran en juego aspectos puramente ecológicos, éstos se complican debido a cambios en las políticas agrarias y a la creciente penetración de la llanura aluvial que genera el desarrollo rural. Se consideran específicamente las implicaciones sociales y políticas de la creación, en la primera década del milenio, de un nuevo tipo de presa de riego, a la cual funcionarios provinciales brindaban su apoyo en un inicio. Estas presas aumentan significativamente las posibilidades de cultivar arroz a gran escala en la temporada seca. Han surgido arreglos sociales de apoyo o resistencia a las nuevas presas, que son sobre todo propiedad de empresarios con terrenos estatales concesionados, y en diversos sitios han estallado controversias importantes. Aunque éstas tienen que ver principalmente con el acceso de las poblaciones locales a la tierra, también se deben a la política gubernamental relativa a la protección del área del bosque inundado que rodea al lago y a la protección, en un sentido más general, del ecosistema de la llanura. En este texto se aborda específicamente una presa de propiedad comunal que representa una excepción en el patrón general en tanto que no se encuentra en control de un empresario individual. No obstante que aparenta ser un acuerdo positivo que beneficia a los aldeanos, dicha presa ha generado sus propios problemas, tanto porque algunos segmentos de la población rural se sienten excluidos de ella como porque ha amenazado las áreas protegidas. Aquí se analizan las implicaciones políticas y sociales de la presa en una época de controversia política y de políticas ambientales en cambio constante. Asimismo, se describen los enfrentamientos entre los aldeanos, los funcionarios de gobierno y los empresarios durante el periodo en el que se realizó la investigación. En este artículo se considera la relación entre esta situación y los modelos de recursos comunes de Elinor Ostrom, pero se tiende a rechazar cualquier modelo teórico rígido para los sucesos que se relacionan también con la penetración capitalista, la creciente intervención del Estado (y, relacionado con ello, los procesos de &#8220;territorialización&#8221;) y la resistencia de las bases. Además, se toman en consideración cuestiones antropológicas más amplias sobre cómo en la cultura camboyana los grupos han tendido a movilizarse, cómo se ha organizado la sociedad rural en torno del uso del agua y de la tierra, y cómo han cambiado estos patrones después del funesto periodo de Pol Pot y los regímenes políticos y económicos que se han instaurado desde entonces.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The article can be described as a case study of social mobilization around land and water issues in rural Cambodia at a time of political-economic change. The mobilization very much relates to a specific ecological setting -the delicate ecological balance of the floodplain of the large Tonle Sap Lake in Cambodia- which the article describes in detail: a fragile progression from flooded forest to grasslands to lands near the national road traditionally used for rice agriculture, an ecology which changes in the course of the year with the annual flooding of the banks of the Tonle Sap. While there are purely ecological issues which come into play, these are further complicated by changes in land policy and the increasing penetration of the floodplain entailed by rural development. The article specifically looks at the social and political implications of the development of a new kind of irrigation reservoir in the first decade of the millennium, which was initially supported by provincial officials. These reservoirs greatly increase the possibilities for large scale rice agriculture in the dry season. A variety of social arrangements have arisen in support of or in resistance to the new reservoirs, which are primarily owned by entrepreneurs with state land concessions, and significant disputes have emerged in several locations. While these disputes have to do primarily with the access of local populations to land, they also have to do with government policy toward the protection of the area of flooded forest surrounding the lake and protection, in a more general way, of the ecology of the floodplain. The article focuses on one communally owned reservoir, an exception to the general pattern to the degree to which it is not controlled by an individual entrepreneur. While seemingly a more positive arrangement, with benefits to villagers, the communally-owned reservoir has generated its own set of problems, both in the degree to which some segments of the rural population feel excluded from it and in the degree to which it has also threatened protected areas. The article explores the political and social implications of the reservoir at a time of political dispute and changing policies toward the environment. It describes specific clashes between villagers, government officials and entrepreneurs during the period when research was conducted. The article considers how the situation relates to Elinor Ostrom&#8217;s models of Common Pool Resources but tends to reject any hard-and-fast theoretical model for events which relate, as well, to capitalist penetration, increasing state intervention (and, connected to this, processes of &#8220;territorialization&#8221;, and grass-roots resistance. The paper also considers larger anthropological questions of how, in Cambodian culture, groups have tended to mobilize, rural society has been organized around the use of land and water, and how these patterns have shifted in the aftermath of the disastrous Pol Pot period and the different political and economic regimes which have been put in place since then.]]></p></abstract>
