Tensiones entre la autonomía institucional y el control estatal; el modelo universal de universidad de investigación y la diversidad de misiones institucionales, y los sistemas de aseguramiento de la calidad externos versus internos. Se realiza una revisión bibliográfica que incluye actos legislativos y artículos científicos revisados por pares. Se concluye que dichas tensiones pueden ser los síntomas de la falta de una visión compartida de la calidad en la ES en Chile. La introducción de la nueva legislación ha hecho retroceder al sistema en la dirección del modelo de calidad de cumplimiento, aumentando las tensiones debido a que se quitó poder, se cuestionó la autonomía y se erosionó la confianza en los académicos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo Este estudo destaca as principais tensões que surgiram como resultado da reforma do sistema de garantia da qualidade do ensino superior (SE) no Chile através da introdução de uma nova lei. Tensões entre autonomia institucional e controle estatal; o modelo universal de universidade pesquisa e a diversidade de missões institucionais, e sistemas de garantia de qualidade externos versus internos. É realizada uma revisão da literatura que inclui atos legislativos e artigos científicos revisados por pares. Conclui-se que essas tensões podem ser sintomas da falta de uma visão compartilhada de qualidade na es no Chile. A introdução da nova legislação tem feito retroceder o sistema na direção do modelo de qualidade de cumprimento, aumentando as tensões à medida que retirou-se poder, questionou-se a autonomia e corroeu-se a confiança nos acadêmicos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This study highlights the key tensions that have arisen as a result of the reform of the higher education quality assurance system in Chile with the introduction of a new law. Tensions between institutional autonomy and state control; the universal research university model and the diversity of institutional missions; and external versus internal quality assurance systems. A systematic literature review was carried out including legislative acts and peer-reviewed scientific articles. The authors conclude that these tensions may be symptomatic of the lack of a cohesive vision of quality in higher education in Chile. The introduction of the new legislation has pushed the system back in the direction of the compliance quality model, increasing tensions due to disempowerment, questioned autonomy and eroded reliance in academics.]]></p></abstract>
