Desde la creación de la seguridad social en 1935 hasta la promulgación de la Ley de Cuidado de Salud Asequible o Ley Obamacare en el 2010, los opositores al aseguramiento universal han buscado validar el derecho al seguro de salud a través de la contribución individual a su financiamiento. Este artículo describe el principio contributivo en el aseguramiento de salud, y presenta la exclusión de los inmigrantes indocumentados al marco de la Ley de Cuidado de Salud Asequible como uno de los mayores retos de la política de salud en los Estados Unidos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: The contribution principle has been part of the historic debate regarding universal health care in the United States. Since the creation of health care in 1935 to the passing of the "Obamacare" law in 2010. People opposed to universal health care have sought to validate the right to health care through individual financing. This article describes the contribution principle in health care, and sheds light on Obamacare's exclusion of illegal immigrants as one of the major challenges of health care policy in the United States.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé: Le principe contributif a profilé la discussion historique sur l'assurance universelle de la santé aux États-Unis d' Amérique. Depuis la création de la sécurité sociale en 1935 jusqu'à la publication de la Patient Protection and Affordable Care Act ou "Loi Obamacare" en 2010, l'opposition à l'assurance universelle a essayé de valider le droit à la santé grâce à la contribution individuelle pour son financement. Cet article décrit le principe contributif de l'assurance santé et présente l'exclusion des immigrants sans papiers dans la Loi Obamacare, come un des plus grands défis de la politique publique de la santé aux États-Unis.]]></p></abstract>
