La pandemia de COVID-19 no solo tuvo repercusiones en el ámbito sanitario, sino que también impactó la manera en que los gobiernos responden a las necesidades de sus ciudadanos. La propagación del virus SARS-CoV-2 generó múltiples desafíos en la prestación de servicios públicos municipales. Por ello, este artículo analiza el impacto de la alternancia política en la provisión de dichos servicios durante la crisis sanitaria. A través de un enfoque de Diferencia en Diferencias, se observó que los gobiernos que experimentaron alternancia política tuvieron un mejor desempeño en la provisión de ciertos servicios públicos en el orden municipal, especialmente en lo que respecta a la cobertura de agua potable, la recolección de residuos y el drenaje, entre 2019 y 2021. La identificación del potencial efecto causal de la alternancia política en la mitigación de los efectos negativos de la pandemia resalta su influencia en la gestión y provisión de servicios en tiempos de crisis.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract. The COVID-19 pandemic not only had repercussions in the health sector but also affected the way governments address the needs of their citizens. The spread of the SARS-CoV-2 virus created multiple challenges in the delivery of municipal public services. Consequently, this article examines the impact of political alternation on the provision of these services during the health crisis. Using a Difference-in-Differences approach, it was observed that governments experiencing political alternation performed better in the provision and drainage coverage between 2019 and 2021. The identification of the potential causal effect of political alternation in mitigating the negative impacts of the pandemic highlights its influence on the management and delivery of services during times of crisis.]]></p></abstract>
