Se describen las facultades formales de las instancias de rendición de cuentas que intervinieron a partir del cierre parcial de la línea 12 y los procesos de control abiertos para evidenciar las anomalías en el funcionamiento del sistema en su conjunto. Siguiendo las ideas de Buranelli y Taylor (2007), se argumenta que el principal obstáculo para la rendición de cuentas es la fragmentación de las instituciones de control, que impiden el funcionamiento armónico de los distintos de tipos y momentos de rendición de cuentas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ Abstract: This paper aims to demonstrate that, in &#8220;wicked problems&#8221;, such as the partial closure of Mexico City&#8217;s Subway, the existence of institutional controls it is not enough for achieving a complete accountability process. After describing the formal powers and functions of the control institutions that have intervened after the Subway&#8217;s line 12 events, the anomalies of accountability process will be shown. Following Buranelli and Taylor (2007) it is argued that the main obstacle was the fragmented opertion of those institutions.]]></p></abstract>
