Como hipótesis principal, se propone que la brecha entre la política exterior activa y la falta de medidas a nivel interno se explica por la resistencia de actores internos y la ausencia de una política de Estado articulada y coherente en torno a las armas a nivel federal. Si bien la cancillería ha adoptado una política activista y protagónica sobre el tema, ésta se inscribe más bien en la tradición diplomática que favorece el desarme, la no proliferación y la solución pacífica de los conflictos. Se argumenta que las recientes acciones diplomáticas que han respondido al tráfico ilícito de armas han sido iniciativas aisladas de la cancillería. Además de contribuir a la literatura sobre la interacción entre la política exterior y la política interna en torno a las armas de fuego (tema que ha recibido atención insuficiente), el propósito de este texto es presentar un análisis integral de la política del Estado mexicano sobre este tema, incluyendo sus contradicciones y áreas de oportunidad.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT: This paper addresses the issue of Mexico&#8217;s (very active) foreign policy on the regulation of firearms and the domestic lack of compliance with a number of treaties that the Foreign Ministry promotes in multilateral forums. The principal hypothesis is that the gap between active foreign policy and the absence of domestic measures is explained by the resistance of domestic actors and the lack of a coordinated policy on firearms at the federal level. Although the Foreign Ministry has adopted an activist and leading policy on the matter, this forms a part of the diplomatic tradition that favors disarmament, non-proliferation and a peaceful solution to conflicts. It is argued that recent diplomatic actions in response to the illegal trafficking of arms have been isolated initiatives. As well as contributing to the literature on the interaction between foreign policy and domestic policy on firearms (an issue that has received insufficient attention), the aim of this text is to present a comprehensive analysis of Mexican government policy on the issue, including its contradictions and areas of opportunity.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[RESUME: L&#8217;article aborde la question de la politique étrangère (très active) du Mexique concernant la réglementation des armes à feu et le non-respect á l&#8217;intérieur de plusieurs traités que le ministère des Affaires étrangères promeut dans les forums multilatéraux sur le sujet. Comme hypothèse principale, il est proposé que l&#8217;écart entre la politique étrangère active et l&#8217;absence de mesures au niveau interne s&#8217;explique par la résistance des acteurs internes et l&#8217;absence d&#8217;une politique étatique articulée et cohérente autour des armes au niveau fédéral. Bien que le ministère des Affaires étrangères ait adopté une politique militante et pionnière sur la question, celle-ci s&#8217;inscrit plutôt dans la tradition diplomatique qui privilégie le désarmement, la non-prolifération et la résolution pacifique des conflits. On avance la thèse que ses récentes actions diplomatiques en réponse au trafic illicite d&#8217;armes ont été des initiatives isolées. En plus de contribuer à la littérature sur l&#8217;interaction entre la politique étrangère et la politique intérieure en matière d&#8217;armes à feu (une question qui n&#8217;a pas reçu suffisamment d&#8217;attention), le but de ce texte est de présenter une analyse complète de la politique de l&#8217;État mexicain en matière d&#8217;armes à feu, y compris ses contradictions et ses opportunités.]]></p></abstract>
