The main objective of this argumentative work is to theoretically analyze the figure of open government and the importance of citizen participation for its applicability in Venezuela. For this, it is necessary to identify the conceptual aspects, the principles that support Open Government: transparency, participation and collaboration, as well as a brief reference to Venezuelan laws. Open Government must promote transparency, fight corruption, encourage civic participation and take advantage of new technologies to strengthen governance. The problem lies in the fact that several authors maintain that the philosophy of open government rests on some pillars, and these are not well received by the government itself. In order to develop the proposed objective, a documentary and descriptive level research was carried out, with emphasis on several authors who support the theory of Open Government. In the Venezuelan case, unfortunately, it is hardly promoting itself on the issue of open government.
