The aim of this article is to trace a historical description through communication policies, from its origins in the nineteenth century to the challenges that currently arise with the development of information and communication technologies. From the three paradigmatic phases distinguished by researchers Jan van Cuilemburg and Denis McQuail (an emerging first stage, a second public service media policy stage, and a third phase in which a new policy paradigm is searched for), this article proposes a double objective. First, to investigate the historical features of each stage, taking into account a global perspective that puts the accent on the United States and European cases, with references to media policies in Latin America and, in particular, in Argentina. Secondly, to delve into the characterization of the current stage ―which the authors do not finish delineating―, emphasizing the challenges that digital technologies, the internet ecosystem and the processes of convergence between the audiovisual and telecommunications industries present for the definition of communication policies in the 21st century.
