Interest groups are exercising ever greater influence at the subnational level even, in some cases, successfully displacing political parties to orient in their favor certain public policies implemented through federal government programs. The analysis developed in this article postulates that the new political configuration in Mexico has shifted the exercise of power towards local governments that are more responsive to the initiatives of the power groups operating within their jurisdiction, leading to the use of clientelist and corporativist structures to dispute the hegemony of specific policy sectors.
