This paper adopts the perspective of civil organizations to analyze how such groups operate in the municipality of Acapulco to prevent, control and contain violence through social cohesion. Based on qualitative evidence, my argument holds that civil organizations encounter serious obstacles in their efforts to construct social cohesion and strengthen governmental control. As a result, containing violence is more a detected necessity than a lived reality.
