The governorship of Jesús González Gallo (1947-1953) brought numerous changes at all social levels as the political elite created alliances with the church hierarchy and the bourgeoisie -made up of merchants and industrialists- in an effort to prevent conflicts during implementation of the new economic-political model known as “developmentalism” (desarrollismo). In this context of reforms and a redistribution of powers that altered all social ambits, including industrial development, urban renewal and population growth, among others, classical music acquired new meanings for those power groups and came to occupy a prominent place in cultural policies. The resurgence of the Guadalajara Symphony Orchestra, which had been plagued by adverse economic conditions for least the previous six years, emerged as a key meeting place for the new elites.
