This article aims to show the mechanisms of classification of drunkenness in Ciudad Juarez during the Prohibition era in El Paso, Texas. Hundreds of US and Mexican citizens consumed alcohol in Ciudad Juarez' taverns in the 1920s; however, we are still lacking a scholarly work showing the magnitude of alcohol consumption and its impact on public health. During the time period under study, drunkenness was seen as a moral issue, as opposed to a public health problem. This article is based on archival documents (police reports), and inquires into the use of this type of evidence as grounds for determining the prevalence of alcoholism among the population of Ciudad Juarez. At the same time, the article discusses whether drunkenness was approached as a public health problem, or if it was addressed from the epoch's moral perspectives. The study's techniques involve the analysis of the police reports from 1920 which were initially sent to the local major and their contents were disclosed at some point later. Those documents included data on the name, sex and nationality of the detainee, the type of drunkenness, as well as the type of penalty and fines involved in the case, which normally consisted of some days in jail or the payment of a sum of money.
