Abstract

Taking into consideration the rampant expansion of the private sector in higher education in Brazil during the government of Fernando Henrique Cardoso (1995‐2002), and the two administrations of Luiz Inácio Lula da Silva (Lula) (2003‐2010), the first president who promised to restrain neoliberal policies established by the preceding administration. Was private sector expansion in higher education really reduced during Lulla's government? This article analyzes the policies adopted by these two presidents related to the expansion of higher private education based on a bibliographic research and analysis of additional data.
