Abstract

With the aim of applying the concept of resilience to an evaluation model for the integral urban-tourism and heritage management processes, this ESSAY addresses the tourism development and management process that prevailed in Morelia, Michoacán, Mexico, from 2001 to the end of 2016. It proposes that this city, the state capital which has a historic center that has been recognized as a world heritage since 1991 (UNESCO-WHC 1991:24), must overcome the situations of tension that led to its decline in tourism in 2008. Furthermore, it examines the adverse scenarios that are cyclically present and still predominant, all which have limited the sustainable tourism growth of this emblematic city.
