Baja California Sur is an arid area and, the provision of water for agriculture and other uses is based on underground aquifers. Water legislation has been modified according to the obvious problem of growth in consumption, especially for agricultural use, including the figure of water rights markets. The aim of this paper is to seek market mechanisms to legalize transactions between the agricultural users of water, proposing the implementation of a water rights market, promoting through market prices the efficient use of resource exchanges. An analysis of variance between the average prices of crops blocks proposed by SAGARPA, and the method of variables that define the water market and policy alternatives was made during this study. A survey was designed in three ways: (i) variables that define water markets; (ii) environmental variables; and (iii) socio-economic variables. Seven variables and nine alternatives were studied. From the results in the analysis of variance with F= 2.5026 and a p-value of 0.7960 it was found that, there were no significant differences between the provisions to pay for excess or surplus of water between agricultural cycles. In conclusion, the results indicated a potential for implementing a water market.
