Abstract

International migration has become, since the 1990s, a topic of increased discussion and cooperation at the global scale. International organizations and the international community have undertaken a series of initiatives to better manage migration and transform it into a mission of the mechanisms of global governance. This implies a specific intellectual construction of migration as an actual global problem that merits worldwide attention. After critically analyzing the reports produced by international organizations working on development, this paper reveals the form in which actors frame their recommendations regarding migration and development and how they should be governed. In contrast to the dominant portrayals of the matter in many receiving countries, the narratives of international organizations cast a more positive light on migration, seeing it as a normal characteristic of a globalized world and a central element in development strategies. But his optimism is accompanied by a de-politization of migration that masks the contribution of these international actors on contemporary political debates.
