This article takes up the issue of economic and migratory characteristics of the South American region. It seeks to offer a framework of analysis of the key advances and challenges facing migratory policies, such as recent elements that focus on human rights derived from international dialogues aimed at placing them on States' public agendas. We begin by describing the Latin American economic experiences during the move toward neoliberalism, emphasizing human development as a unresolved matter from a progressive viewpoint. Also presented are the causes, modes and key effects of Latin American migration in the world over the past 40 years. Also, it describes the legal structures that provide for South American migration, grouping the countries according to the degree of advancement in that area, which allows for a comparative observation of limitations and the replication of successful experiences. Lastly, it presents the results, agreements and recommendations of the global forum discussions on migration and development as an important reference point for the creation of public policy strategies in that region.
