In this article the relationship between organizational models that adopt the Mexican HTAS in the U.S. and the execution of works and projects in local development in the communities of origin in Mexico is examined. This is used as a benchmark for empirical Michoacán migrants established in the metropolitan area of Los Angeles, California. Among the factors discussed, the process of institutional isomorphism through which organizations seek to resemble other legitimate organizational elements that incorporate uncertainty and reduce the chances of failure of the works undertaken to promote local development in their places of origin through the 3×1 Program for Migrants is highlighted.
