This paper offers preliminary thoughts on a subject relatively ignored and clearly relevant to the countries of Latin America and the Caribbean. The prevailing view so far has come from analysts in developed countries. There is the need to discuss in this region. Therefore I resume some elements previously discussed. The skilled migration has been relatively little discussed in the context of the global recessionary crisis. The outlook has been influenced by alarmist views on the impacts on employment and wages of migrants as a whole (composed mostly of employees of medium and low grades), as well as trends in remittance flows. We also have seen the revival of anti-immigrant climate (and concerns to address it), it has been widely recognized the vulnerability of most migrants, particularly the lower-rated Latin American, and spread information, although based on the joint Indicates that there has been a decline in migration, accompanied by a small return of some migrants and some measures to restrict immigration, in general, and qualified in particular.
