From a theoretical perspective it recovers Foucault elements and from a qualitative the archaeological methodology, this writing looks into the diagnoses and modalities of security intervention of the ministerial discourses and their continuities and displacements regarding the hegemonic discourse. The social, political and media discourse installed in the nineties. Ministerial speeches equate insecurity and crimes of the popular sectors champion security forces as the main aspect to persecute crime. Likewise, we point out a series of displacements regarding common security senses. First, in the ministerial speeches the popular sectors are seen as the main victims of insecurity.
