This article describes the most important features on how councils of the five largest municipalities of Puebla during the 2008-2018 period came about, this is in order to analyze the political changes that occurred and to see their impact on politics, as well as their democratic implications, in order to link them with some interpretations that high light the empowerment of women, as well as to find the circulation and renewal of the political elite or to see if there was a political change.
