Following the objectives of the Maya World Program (Programa Mundo Maya, PMM), the federal and state governments have created projects that seek tourism development of the southern region of the state of Quintana Roo. Because it is in the influence area of these initiatives and due to the natural and cultural wealth in its territory, Ejido Chacchoben has been subject to government intervention with the aim of promoting tourism development, through actions that range from the creation of infrastructure to the construction of a theme park. After almost one decade since tourism development of the ejido began, it is unknown whether the government intervention has generated economic, social and political processes directed at achieving local development as the result of this activity. Approaching the study object was done through the phenomenological perspective and the narrative method; the technique used was in-depth interviews. The empirical evidence presented indicates that intervention by the State remained far from promoting active community participation because tourism development was dominated by a scheme of traditional, bureaucratic and vertical nature.
