Two different systems for regulate labor relations in Mexico. These two regulatory systems are constitutionally based is Section A of Article 123, which applies to labor relations in general, and the regulations whose constitutional basis is Section B, of the same article, and Articles 115, section VIII and 116, section VI, of the Constitution, which applies to bureaucratic relations. Since 1996, the National Supreme Court resolved that decentralized public administration agencies should uphold their working relationships with the provisions of the Federal Labor Law, considering Article 1 of t Federal State Workers Law This same approach was extended to the decentralized agencies of Baja California. We present the legal basis for some of these agencies and a particular reference to how labor relations are regulated and the influence the appeals resolution has had on them.
