The aim of this article is to establish the reach of international criminal responsibility. It is argued that it is a founding principle of International Criminal Law, and the origin of other general principles and rules in the Statute of the International Criminal Court. It is a historic principle that came about from the Nuremberg Charter and the judgment of the International Military Court. International criminal responsibility has its own features, which set it apart from state responsibility and criminal responsibility in national jurisdictions. Specifically, it is a group responsibility, but it also recognized the individuality of the persons by way of the principle of culpability or blameworthiness.
