Due to the increasingly migration fluxes, nowadays we live in the so called "migration era", on that context, all world regions and the countries by themselves, have taken action toward two essential matters: first, contain in practice and protect in the law migrating people and the second, effectively exercise its legal control over migration flows they have formed. Internationally, the current discourse identifies migration as an unstoppable and irreversible phenomenon, which also is closely related to the development and tries to fight the idea of being a threat, a disaster or an emergency.
