Mercosur was criticized in 2012 for alleged illegal expansion of the number of members. Venezuela's entry in the regional economic bloc was considered by many as legally illegitimate. Supposedly, the legal requirement of approval by all States parties has not been observed, because the Protocol of Accession of Venezuela had not been ratified by Paraguay. These criticisms, however, do not resist a more accurate legal analysis. Paraguay had been suspended of the right to decide on the admission of new members, due to violations of the democratic order in the country. According to the Law of Treaties, it was not up to the Guarani country to decide on the entry of Venezuela. The expansion of Mercosur was characterised by democratic legitimacy and respect for international law.
