This article deals with the analysis of conflict and thereby protecting the rights of minorities, analyzing in particular the case of Lebanon, so how it determined the conditions and assumptions regarding the creation of a Special Court for judge the acts considered unlawful perpetrated during the civil war in that country. The aim, therefore, refers to the performance and operation of a specific court procedures and tried modes other than ad hoc international tribunals. This article also seeks to establish the conditions required for the understanding of minorities and the respective treatment under international law. The methodology used for the elaboration of the work focused on the main aspects for an investigation established international law, especially due to the fragmented nature of the regulations and institutions observed in the production and application of international law. It used the inductive and historical methods that helped analyze the evolution of international law on the rights of minorities, particularly from an international legal concept.
