The concept of external competence of international organization is unfortunately a non used and a non defined concept, in spite of its interest for the law science. We realize its importance especially when we use it to analyse the recent activities of the Security Council of the United Nations Organization. In fact, it allows to this important organ to be able to act in compliance with the international reality. Due to that it brings a renewal in the normative action of the Security Council.
