The reform of the principle of universal jurisdiction in Spain, laid down in Article 23, 4 of the Organic Law of the Judicial Power (LOPJ), evidences that, just when universal jurisdiction seemed to be generally accepted after years of practice and international jurisprudence, political and legal objections to this principle have begun to charge more and more weight giving rise to the need to remodel its configuration. Universal jurisdiction is certainly not the panacea in order to prevent and punish international crimes, or is exempted from potential abuse.
