Since 1992, some states of the Mexican Republic started to develop English language programs in elementary schools on their own initiative. This paper explores the context of this phenomenon and looks into the origins of this tendency, the kind of international and national linguistic policies that have an influence on the integration of the English language into the basic education curriculum, and the implications this action entails. Through documentary research and detailed analysis, the authors found it impossible to state that there is a linguistic policy or planning as such in Mexico, in spite of the fact that international tendencies in language teaching are partially followed. This has implications on a broad spectrum of levels: from political, economic and social implications, teacher training and education to linguistic theories and attitudes.
