Some scholars have shown that federal government spends more than what the expenditure budget entitles. In the case of federal transfers, the evidence is limited. Therefore, the aims of the study are to show evidence of the difference between the approved Budget and the executed Spending of the Ramo 33 during 2001-2017; to highlight how the difference allocation was made among the states; and to determine whether vertical partisan alignment has an effect on this allocation or not. Using a panel data analysis, the results show that the federal government allocates more resources than the approved Budget; but the vertical partisan alignment has not an effect. To sum up, there is not a partisan influence in the distribution of these resources.
