Abstract

This paper will explain Upper Gulf of California and Upper Gulf of California Biosphere Reserve/Colorado River Delta’s social, environmental, and economic state of crisis through public policies sequential analysis. Gathering of historical information about government intervention processes by way of public policies and semi-structured interviews to fishery resources key decision-makers and users were part of methodology. A database identifying the people in charge of public policies, the target people of such policies, and the effects and reactions to those policies was created. Results show repetitive processes during the implementation of public policies focused on ecological factors. Results also show that government has several times activated restriction and compensation mechanisms without knowing their socio-economic impact. This work helps to set up regional sustainability public policies.
