Abstract

The purpose of this research is to present an analysis of the participation of regional social actors in the current debates about the decentralization process in Chile. Based on academic literature, a methodology of documentary and qualitative analysis of a regional newspaper was developed to inquire about the relationship between these actors and the formation of agendas in the Bío Bío Region. Although the results are limited by the representativeness of the study, they show the preponderance of state actors in economic debates and legal reforms, and the absence of social movements. The significant contribution of this research is its potential to enrich the assessment studies of the Chilean decentralization process in public opinion-shaping media, related to those who have the power to establish the hierarchy of issues and actors, and even their omission. It is concluded that there is an elitist discussion on decentralization and an agenda marked by a centralist dynamic, which questions the local strength of this process.
