This article suggests that the discussion of the values of modern heritage, in terms of architecture and urbanism, requires reviewing what happened with the founding of cities in the 19th century. The roots of modern planning are described by using both various types of projects for the establishment of settlements and examples of "military and civilian colonies", with emphasis on northern Mexico. The text also explains why it is not possible to reject these realizations because of their small scale, since they were part of the enlightened 19th-century reflection on territorial planning and the modern city.
