There are various approaches and perspectives on the per formance of local governments in Mexico, and different ways to quantify this performance have been developed; however, there is little research showing an assessment of the national trends regarding changes in the performance of this type of governments, and that can be perceived in a comparative analysis over time. In this paper the construction of an in dex from the standpoint of the theory of fuzzy logic, which has enabled the production of elements to evaluate the per formance of local governments is proposed. It follows that although local governments tend to improve their perfor mance, there is no clear pattern, nor a full continuity.
