Development in arid regions is closely related to the availability and quality of water for both human and productive uses. This article refers to the current status, availability and use of water resources in San Miguel and San José de Comondú, two oasis-communities in Baja California Sur, México, in the context of a public policy that promotes growth based on the exploitation of tourism potential. The article aims to provide a framework for understanding environmental culture and water management in these localities, as well as options for a better use of a scarce resource in a vulnerable area that is representative of once-isolated towns which are currently engaged in urbanization and market-oriented processes.
