Faced with a gap on the subject, this article examines the impact of political change on municipal administrative modernization. Using the approach proposed by New Public Management (NPM), we reviewed three cases: Hermosillo, governed by the Partido Acción Nacional (PAN) ; Zacatecas, governed by the Partido de la Revolución Democrática (PRD) ; and Culiacán, governed by the Partido Revolucionario Institucional (PRI), for three consecutive periods. We used three variables characteristic of NPM: organizational structure, regulatory reform and e-government, and added citizen participation (citizen as customer and co-management), which represents democratic governance. We applied weights and correlation coefficients and concluded that PAN governments tend to adjust their organizational structure and regulatory framework more than PRI and PRD governments, although all municipalities have incorporated e-government and institutionalized mechanisms for citizen participation. None of the municipalities have adopted one of the central proposals of NPM: reduce the size of government and implement a municipal professional service.
