This article presents findings from an external evaluation of the Comisión Federal para la Protección contra Riesgos Sanitarios [Federal Commission for Protection against Health Risks], carried out by El Colegio de Sonora in 2008-2009. Research was done on the agency's efforts to maintain the bacteriological quality of water for human consumption. The evaluation was conducted in ten states: Sonora, Nuevo Leon, Chihuahua, Aguascalientes, San Luis Potosi, Nayarit, Distrito Federal, Morelos, Oaxaca and Chiapas, and included the performance assessment of several agencies which evaluate the quality of piped water.Various research activities were conducted in water treatment plants, health jurisdictions, health regulation agencies, and municipal water management agencies, and key informant interviews were done within the Commission itself. Results show that Mexico still has little protection against this type of health risk and highlight the need to review existing regulations, as well as reorient the project towards improved monitoring of water chlorination and detection of risk factors in order to design a better surveillance system.
