This article aims to analyze the central role being played by Mexican migrants residing in the United States in generating public policy to promote local development in their communities of origin. As a case study, we selected the Mexican government program called Programa 3x1 para Migrantes [Program 3x1 for Migrants], since it represents the most institutionalized form adopted by both migrants and municipal governments in Mexico to promote and facilitate their participation in public policy design.
