Abstract

This article will analyze the politics of the separation of powers in Baja California and Coahuila.To this end, we develop an index of political equilibrium among constitutionally established powers at the subnational level. We also explore the recent patterns of interaction among political institutions in each of our cases. We show that, despite some basic similarities in the formal rules, important differences exist both in the normative realm as well as in the performance of political institutions in each state. On this basis, the article concludes by discussing some of the implications of the way the separation of powers works at the subnational level to understand the functioning of federalism and the structures of local power in Mexico.
