Research on female political participation at the municipal level has identified the main factors that facilitate women's access to power. However, the specific weight of each factor still needs to be determined. This paper examines the experiences of 14 female mayors that have governed for two decades in the state of Tlaxcala. Three changes were detected: 1) mayors from the last terms under study have been younger when they gain office; 2) mayors from the last terms have more diverse social backgrounds and a larger variety of professions; 3) mayors from the last terms acquired administrative experience before gaining office. The article concludes that increasing educational and job opportunities for women, political change at both the state and federal levels, and the implementation of a gender quota system contribute to gender equality in the access to municipal power in Tlaxcala.
